La Capra Associates recently assisted the CEAB in developing its 2010 Integrated Resource Plan (“IRP”). The CEAB committed to expanding the scope of the 2010 plan past what had been done in previous years’ procurement planning. This included:
- An extended planning horizon of 20 years instead of 10 years
- Independent comprehensive research of potential resource options such as:
- Combined Heat and Power (“CHP”)
- Renewable energy
- Transmission
- Nuclear power
- DSM
- Further research into trends in the most important market drivers, including:
- Natural gas supply
- Energy security
- Environmental policy
- An independent modeling analysis to evaluate the potential cost, environmental, and reliability impacts of various resource options for the state of Connecticut under a variety of scenarios. The sensitivities analyzed included multiple repowering and DSM cases, an aggressive plan to implement widespread CHP and energy efficiency in the state of Connecticut, and the effect of federal carbon legislation at various allowance pricing levels.
Through this process, we developed a set of recommendations that would best ensure Connecticut would meet its reliability, cost, environmental, and security goals. This is documented in the final report entitled “2010 Comprehensive Plan for the Procurement of Energy Resources” submitted to the Connecticut DPUC in April of 2010.
