Our comprehensive market model of the northeastern U.S. and neighboring Canadian provinces coupled with our transaction experience and risk management techniques enable us to guide our clients in the ever-evolving issues of power procurement and resource portfolio management.

We assist our clients with the many steps of power procurement, including: We guide our clients in identifying their power procurement goals and their risk tolerances and preferences. Using this information, we have designed a number of successful solicitations employing request for qualifications (RFQ) and request for proposal (RFP) formats, as well as more direct negotiation methods. These transactions have resulted in significant power cost savings for our clients.

We manage entire resource portfolios for a number of our clients. La Capra Associates uses its transactions and risk management expertise to shop or hedge the loads of small wholesale utilities and large retail industrial customers.

La Capra Associates has assisted public agencies in the design and review of competitive procurements. Drawing on our direct procurement experience, we have conducted audits and prudency reviews of the spot market and forward contracting practices of several large western utilities.

Retail Procurement for National Rail Passenger Corporation (Amtrak)
Since 1999, La Capra has advised and assisted the National Rail Passenger Corporation (Amtrak) in the procurement of retail electric generation service for over 700 million kWh of electricity per year in more than ten states.

Transaction Services for Washington Electric Cooperative (WEC)
La Capra Associates has served as primary advisor to Washington Electric Cooperative in managing WEC's power supply portfolio, conducting power and hedging transactions, providing budget analyses, and advising WEC in its bid strategy for acquisitions.

Audit of DWR’s Procurement Process for California Bureau of State Audits (BSA)
Following the California energy crisis, we assisted the BSA with a statutory audit of the Department of Water Resources (DWR’s) power procurement program, including $43 billion in long-term contracts and over $10 billion in short-term contracts and spot market transactions.
