As the power industry and states examine the aftermath of restructuring and deregulation, some states have opted to continue with integrated resource planning to ensure supply availability in the future while others pursue modified forms of planning and procurement.

Resource Planning for Green Mountain Power Corporation (GMP)
We are helping Green Mountain Power (GMP) prepare its 20-year IRP which will be submitted to the Vermont Public Service Board.
Advisor on IRP Process and Methods for Nova Scotia Power
La Capra Associates has been retained to advise Nova Scotia Power, Inc. (NSPI) in developing its IRP. We have conducted a review and critique of NSPI’s load forecasting methods and participated in initial stakeholder meetings in deciding planning assumptions and modeling methods. We currently are providing ongoing support to NSPI in a stakeholder process.
Oklahoma Resource Plans
The Attorney General retained La Capra Associates to provide resource planning assistance and expert testimony relative to the Public Service Company of Oklahoma’s (PSO’s) application for approval of its IRP, its need for 500 MW of base load and 500 MW of peaking generation, its competitive procurement process, and related project proposals.
La Capra Associates is also reviewing Oklahoma Gas and Electric Company’s (OG&E’s) IRP and resultant request for pre-approval of the costs of OG&E’s share of a 950 MW supercritical coal-fired generating facility. During the course of this review, we are examining key elements of the IRP including the load forecast, and projected contributions from demand-side and renewable resources.
